Is a flat surface the most slick? No... if you make the spikes on the surface small enough, you get a surface where water will not stick with more than 99% effectiveness.

It has to do with the water running down on mostly air. It will result in every good, if expensive, rain coats... or better stealth submarines, or ... well, use your imagination.
